This question can be read two ways.
1) What was the governing coalition in Israel that preceded the current coalition, since a governing coalition is called the "government"? -- The previous coalition was run by the then-dominant Kadima Party under the stewardship of Ehud Olmert. It had a centrist policy, but was voted out of office on account of Olmert's personal corrupt policies and the failure to defeat Hezbollah in Lebanon in 2006.
2) What governmental structure did Israel have before its current structure? (I.e. if the same question were asked of France, the answer would be the Fourth Republic.) -- Israel's government structure and constitutional documents have been in operation since independence was declared in 1948 and clarified by 1950 for the Right of Jewish Return. (There is no formal Constitution of Israel, but there are six separate documents which have a similar application in Israeli Law to a Constitution.) As a result, there is no past government of Israel. Before the State of Israel, however, the Mandate of Palestine was governed by the British.
