Germany instituted the policy of unrestricted submarine warfare, which resulted in the sinking of the passenger ship Lusitania, resulting in a tragic loss of civilian lives.
Unrestricted submarine warfare meant that the German U-boats did not have to stop and search a ship before torpedoing it. It meant that no matter the nationality, any given ship could be assumed to be carrying war material for an enemy nation, whether it aqctually was or not.
It also meant that a U-boat commander did not HAVE to stop to assure the safety and welbeing of any given ships crew and passengers.
