California was won during the Mexican War of 1846-1848, and was governed by US Military Governors until it's statehood in 1850. Statehood was hurriedly granted because gold was discovered in 1849, statehood followed immediately the following year.

California was processed as a state just like any other state has to be,

the proposed state must vote on a state constitution, this is called the Enabling Act. Then congress must pass them through the Act of Admission in which the president must sign, after this is done the state has been raitified.

Also, there are regulations in which a state must qualify, such as population, local elections, and a proposal of a state constitution.

California was admitted into the Union on September 9, 1850 as a provision in the Compromise of 1850. There was great controversy about California becoming a state because it would upset the balance of power between pro-slavery advocates and anti-slavery advocates in Congress.
