When Stalin was in full control of the Soviet Union he revived the once failed attempt to collectivize private farms into government owned and operated farmlands.
"Collectivization" was Stalin's program to eliminate individual private farms that had been allowed under Lenin's New Economic Policy.
Part of his policy of full state capitalism.
production on farms declined rapidly
I believe that you're referring to collectivization. This was big during Stalin's rule in Soviet Union. Stalin sent many kulaks off to work on these collective farms, and was able to create a sort of monopoly over agricultural production. This sort of control does not necessarily mean it negatively affects the economy, but it requires strong, able leadership. Soviet industry grew tremendously during Stalin's regimeFeudalism. This involves the king hiring lords, and the lords hiring vassals(serfs). All together they live on a manor.
I think Lenin was succeeded by Stalin.

Joseph Stalin did not serve in the military. He was a guerrilla who helped aid a revolution to become dictator of the Soviet Union.

The USSR did while Stalin was in charge.
Under stalin the farms were collectivized. In the early 1930's over 91% of agricultural land was collectivized as rural households entered collective farms with their lands, livestock and other assets.
In which country?
state-owned collective farms
Private farms are equivalent to family farms or hobby farms that raise and produce animals and/or plants without relying on corporate funding. "Private farms" can be considered farms that don't feel the need to advertise their business to the public, or that are family-owned and run or run by a sole proprietorship. It should be noted though that most farms are not exactly private farms since they are influenced by the public through what the public (being comprised of consumers) chooses to consume that comes off the farm, be it a small family farm, or a large corporate farm.

Fidel is alive and is not thought to be involved in the systematic elimination of his political opponents on a large scale.
Combined all farms to a collective farm, left small farmers without a way to support themselves. Stalin was extremely successful in industrializing, but the people suffered.
