In British North America at the time of the American Revolution the "buffer colony" was Georgia. The colony was founded for the specific reason of protecting the British colonies north of the Savanah river from Spanish Migration and Invasion from that nations settlements in Florida. It was also a buffer against slaves escaping from the large and prosperous rice plantations in the South Carolina Low Country to freedom under the domain of Spain. In order to facilitate the growth of the colony thousands of persons were freed from Debtors Prisons in England to populate this colony.

There can be two answers to this question. The classical answer is Jamestown, as being the first successful colony established by the British, the other being the colony established in Roanoke (spelling?). This colony mysteriously disappeared for no reason at all, thus the reason for the two way answer.

They made this colony so it could be used as a defense buffer for the Carolinas so the Spanish couldn't get there. Oglethorpe also wanted to free some debtors in jail in England and use them in a new colony and people who suffered in jail.
The King believed that James Edward Olgethorpe would successfully govern the Georgia colony. He also believed the colony would furnish the Empire with rich natural resources and valuables.

Slavery was banned in Georgia during its time as a royal colony due to the Trustees' belief that slavery would hinder the colony's economic development. The Trustees also saw slavery as morally wrong and hoped to create a colony based on free labor and equality.
