Alexander the great of Macedon defeated the Persians who were, in turn, the masters of Palestine, including Judah. In 331 BCE, he formally annexed Judah. Judah was now part of the Alexandrian, or Greek, Empire. After the death of Alexander, his empire was divided among five successors, with Judah ruled from Damascus. In 305 BCE, Ptolomy declared himself king of Egypt and the others soon followed, thus formalising a breakup of the empire. Over the ensuing decades, Egypt and Damascus fought over Judah and the surrounding regions of Palestine, with success sometimes to one side, then the other.

Israel was historically on the border between great empires. The Egyptian Empire, the Assyrian Empire, the Babylonian Empire, the Persian Empire, the Greek Empire, the Roman Empire, the Byzantine Empire, the Ottoman Empire and the British Empire all took control of this land. At one point, the Mongol armies made it as far as Gaza. I'm sure I've left some out. It has seaports on the Mediterranean, and caravan routes from Arabia and Persia used to connect to these seaports. It is also on the major land route from Egypt to Anatolia (Turkey) and Babylon (Iraq). As a result, although it was not a center of power, it was far from a backwater in ancient times, News from everywhere passed through Israel, and developments in Israel could and did have an influence on the world.
At the time of the Peloponnesian War (431-404 BCE) Israel was under control of the Persian Empire, and so in no position to intervene in any of the Greek wars, not that it would have had any reason to meddle in Greek affairs anyway.
The differences between the Eastern Empire and Western Empire is their languages and foods they eat. The Western Empire spoke Italian. A Eastern spoke Greek.

Israel wasn't founded until 1948 so didn't exist during the period of the Roman Empire. The area which is currently Israel would have fallen under the Roman province of Judaea. The language for most people was probably Aramaic but the language of government and which the Roman's would have used in the area would have been Greek, (as did most of the eastern part of the ROman Empire.)
It was between Athens and its empire and the Peloponnesian League headed by Sparta.
