During Henry VIII's time (1491 - 1547) and even now, the succession passed to the eldest son of the departed monarch, or the eldest daughter in the absence of a male heir. So, although Margaret Tudor (1489 - 1541) was older than Henry, because she was female the succession passed to Henry. If Henry had not been born and Margaret and Mary Rose Tudor had been the only issue of Henry VII, then Margaret would normally have become Queen. Henry VII did have an older son, Arthur, Prince of Wales (1486 - 1502) but he died when he was 15, so this made Henry the heir. (Margaret Tudor married James IV of Scotland and was grandmother of Mary, Queen of Scots.)
