It was called The Contract with America. It was a list of ways that the Republican Party would reform the federal legislature if they won a majority of House seats for the first time in 40 years. After gaining the majority, all of the proposals were introduced as promised, but some failed to pass in the Senate, some failed in the House, and some were vetoed by President Clinton.
