The last step in Dix's reform, she went to Washington, D.C to propose a bill to the Congress for the government to fund care for the mentally ill, twice the bill was denied, but after a section was added to the bill that proposed you need to be eighteen years of age to check yourself out, and that is the only way, it was passed.
