For most colonists it was the king. The majority of the people who settled the 13 colonies were farmers and lived in rural areas until something happened to the family or they couldn't sell or buy items they were neutral in their concept of government. It was a small group who wanted change. These were the wealthy, educated, lawyers, plantation owners, and businessmen. People like Jefferson had read the Enlightenment thinkers and understood what they were living under could be better. Madison would stand on Philadelphia streets passing out handbills how they should revolt against the king.
