The set of laws is called halacha (this Hebrew word means, approximately, the way). The document holding this set of laws is the Torah (the books of Genesis through Deuteronomy in any Jewish or Christian Bible). Jewish tradition counts 613 specific mitzvot (commandments) in the Torah, from which the set of laws is developed.

The moral laws given to Moses by God are often referred to as the Ten Commandments. These commandments outline principles for ethical behavior, such as honoring one's parents, refraining from murder and theft, and avoiding false witness and coveting. They serve as a foundation for moral conduct in many religious and ethical traditions.
After leaving Egypt, the Torah says, the Hebrews wandered through a wilderness for 40 years. During this time, God gave Moses the laws that became the foundation of Judaism. These laws are called The Ten Commandments.Moses received the Ten Commandments on Mount Sinai, the "mountain of god."
Besides giving Moses the 10 Commandments, God also gave Moses many rules which can be read in Exodus 20-23. These include laws of justice and mercy, laws of the sabbath, laws of the three annual festivals, laws of property, laws of social responsibility, laws of servants, and laws of personal injury.
God gave him the Ten Commandments and many other laws to pass on to the people.

Moses
Moses had a very intimate and personal relationship with God. He gave up a life of luxury to follow Him. Moses angered Him a few times because he questioned Gods decision to choose Moses as his servant, but God listened to Moses like a true friend would, and gave him the help that he needed to do as God wished. Moses was also allowed to see God and speak to Him, face to face. God trusted Moses with His laws, with the safety of His people and the deliverance from Egypt. God also listened to Moses' prayer to save the children of Israel, even though they complained against him.
God instituted them, and gave them to Moses to pass on to the people.
The bible says God gave Moses the ten commandments to Moses on Mount Sinai.
Because, with God's supervision, Moses brought his people out of Egypt and gave them God's Torah.
No Moses was alone on Mount Sinai with god at that time.
