The software system Carnivore was used by the Federal Bureau of Investigation to monitor e-mails, internet communication and traffic. It was first put into use October 1997. The system was not particularly high tech, and it had to be installed physically at an internet provider. Carnivore was subject of much concern regarding it's potential for abuse and infringements upon the U.S. Constitution. In 2005 Carnivore was replaced by a more advanced program, NaurusInsight.
