Is there a punishment for selling found property?

Yes. Misappropriation of found property, without making reasonable attempts to find the owner, is usually classified as "Theft of Lost or Mislaid Property". Such theft carries different penalties, depending on the value of the property and the laws in your state. If the value is small, some states will only impose a fine. If the value is larger, it may be prosecuted as a misdemeanor or a state felony.

What is the punishment for a heinous crime to a child?

"Heinous" is a descriptive term but not a legal term. The punishment could be anything from imprisonment to the death penalty or something much less serious depending on the law in the place where the crime was commited. Crimes are classified as "misdemeanors" or "felonies" and can have different classes within the criminal code for that crime. For example, we're all familiar with murder 1, 2, and 3 or murder in the first, second and third degree. Similarly there can be "aggravated" crimes or "hate" crimes which are special classifications which allow for greater punishment for crimes commited in a way that makes them "worse" in the eyes of the law. For example murdering a black man for racist reasons might be considered worse than murdering him out of pure revenge not because he is more dead but because the crime exacerbates racism and the division of races and is therefore causing greater harm to the community. Judges have some discretion in what sentence they give. For example the law might say "10-15 years" and the judge could sentence 10 years or more up to 15. For an idea of how the "heinous" crime you are thinking of could be punished, search for state criminal codes or contact a lawyer or district attorney.

What is the difference between Haad and Tazeer?

Hadd is a prescribed punishment in Islam for particular crimes, if guilt is established beyond doubt in a shari'ah court, then the punishment cannot be overturned, pardoned or changed. Specifically it is for the following crimes: 1- Drinking alcohol, taking drugs or other intoxicants (40 lashes for a first offence and 80 lashes for continuous offences) 2- Giving false testimony e.g. accusing a woman of adultery/fornication without 4 trustworthy eyewitnesses (80 lashes) 3- cutting the hand of the burglar that steals tanglible non-perishable wealth (e.g. gold or silver but NOT Food) of value above that of 1.0625g of gold from a hidden secure place without having any right to it and while there is no drought, famine, war etc. 4- Unlawful sexual intercourse (100 lashes for an unmarried man or woman and Death by stoning for a married man or woman) 5- Apostasy without repenting (capital punishment) 6- treason by betraying and fighting against the Muslim nation Hadd does not apply to any other types of crime. On the other hand, Ta'zeer is a punishment decided by the Shari'ah judge for other crimes and are always less than the Hadd e.g. maximum of 39 lashes (i.e. less than the punishment of drinking alcohol). This could be a fine, it could be confiscation, it could be lashes etc. There are other types of crimes and punishments in Islam such as Jinayaat which involves the rights of other people and Qisas (e.g. eye for an eye).
