In the 1876 presidential election Rutherford Hayes received 185 electoral votes and Samuel Tilden received 184 electoral votes. The popular vote totals were Tilden 4,288,546 and Hayes 4,034,311. The electoral votes of 4 States were disputed. Congress referred the matter to the Electoral Commission which gave the decision to Rutherford B. Hayes.
Simply put, the controversy was that Andrew Jackson led in both popular vote and electoral vote, but lost the election to John Quincy Adams. Nobody got a majority of electoral votes so by the Constitution the House of Representatives decided the election. Everything they did was legal, but Jackson supporters objected to the way that Henry Clay was able to influence the House vote to favor Adams.
The election of 1876 was controversial because both candidates had a claim to victory, and Tilden definitely won the popular vote. The Supreme Court declared Hayes the winner.
