Zacchaeus was recognised as a sinner by his friends, (Luke 19.7), and repented - Luke 19.8)
8. "And Zacchaeus stood, and said unto the Lord; Behold, Lord, the half of my goods I give to the poor; and if I have taken any thing from any man by false accusation, I restore [him] fourfold."
And Jesus acknowledged his repentance in the next verse.
So before he met Jesus, Zacchaeus was a thief and a skinflint according to his own words.
But Jesus gave him salvation.
