The Greek mainland and islands comprised limited patches of fertile land surrounded by mountains and waterways. These patches attacted nomadic tribes which settled, then established defensive citadels. These citadels then became the centre for growing cities, and so city-states emerged, each independent with its own government and an army to defend itself. The waterways provided access to marine products and trade.
