Well when there was Pokemon Colosseum is store, there was Special edition. There was extra disk. You can trade it from that disk to Ruby, Saphire or Emerald version. But if you want to get in DS you must have Pokemon Colosseum special edition where you get that disk then you need have Gameboy Color or Gameboy and Emerald, Ruby or Saphire.
GBA games have own memory. Then when you have put Celebi to one of those games you put your game to DS and trade it to Diamod or Pearl version. Or you can go to Japan there is lots of Pokemon events. I bet you can there download those Japanese pokemons. It will always cost. I mean the trip to Japan.
