That's a very opinionated question and one which really doesn't have a simple answer. In my opinion the daleks haven't "turned rubbish" as over the years in Doctor Who (being a classic science-fiction television program) things have to change to appeal to the younger generation and this is just another of the changes which has had to be implimented by Steven Moffat and his idea of a brand new Doctor Who. However, from your viewpoint and any other fans who are voicing this opinion, it would be more appropriate to express it to the producers and BBC members rather than an internet answering forum. We can see that not all members of the public are happy with the changes being made. What we have to remember is that all of the viewers of Doctor Who, who have grown up with the television show at their heart and have had it as part of their weekly schedule going home to watch the daleks and the Doctor have to remember that it still is the same great show and the characters which have evolved and they have loved are still in it - a great tribute to the show itself. Although this change may not be to your liking, if you think of all of the changes which have been implimented over the years to the show we can see that it only will be so long before the theme, daleks, opening credits and other parts of the show will change again and maybe this time, you will think for the better and understand that sometimes there are changes that you can enjoy. Also, in future when asking questions to this website, please bear in mind that the question you have asked would be "Why have the Daleks turned rubbish?" not "Why have the daleks turn rubbish?"
