People create it themselves. According to Buddha, In order to be bring true peace and happiness to other people one must discipline and control the mind. When one can control his/her mind, wisdom and virtues will come naturally. He is the creator of the four noble truths, and the eightfold path.

Some of the main beliefs are that there is a continuous cycle of birth life death and rebirth or reincarnation and that there is a state called Nirvana when one escapes the cycle and reaches the state of no more suffering.
