Jimmy Carter was a moderate Democrat. He was also very spiritual person, a devoted Christian who tried to live his belief that government had a duty to solve people's problems. He was especially concerned about human rights and wanted to take a strong foreign policy stand against countries with poor human rights records. Domestically, Mr. Carter was perceived as not very effective, even though today, some of his ideas (including his views on conservation and on energy independence) are regarded as ahead of their time. Many people liked him as a person but he was unwilling to play the political games necessary for moving his agenda forward, and he was thus not able to achieve many of the goals he set.
