Because that is where their parents, grandparents, great grandparents, etc. lived. Go back far enough and most of these people have ancestors that were slaves in the pre-civil war era. Only some African American people moved north or west after the civil war and the end of slavery, many stayed and went into sharecropping or other local jobs that opened in the south where they had lived all their lives.
