Naval actions and covert operations (which included some of the naval actions) were conducted against North Vietnam prior to 1965. The first "real" official (offensive) action against North Vietnam was in 1965, when the US launched an AIR CAMPAIGN against North Vietnam, titled "Operation Rolling Thunder."
Ground warfare occurred in the Republic of SOUTH Vietnam. Riverine warfare occurred in the Republic of SOUTH Vietnam; and some sea warfare occurred along the coastline of NORTH Vietnam. The Air War occurred in the skies of NORTH Vietnam. The Covert War occurred in Laos and Cambodia.
Cambodia/Laos sometimes experienced some border "control" difficulties; North Vietnam (Vietnam after 1975) had to "fix" the problem.

Probably economic problem, disunity within Vietnam (Yes- some wanted Vietnam to be communist, they were called Vietcong and while the rest wanted a republic type of government which resulted into North & South Vietnam that was later in the end of 1970s, the failure of South Vietnam which is a democratic nation, North Vietnam had attempt and succeed in reunify Vietnam into communist.) and under French's harsh leadership.

There was no "Vietnam" during the Vietnam War. Communist NORTH Vietnam was attacking non-communist SOUTH Vietnam, and the US was trying to drive the communists out of South Vietnam...trying to stop communist aggression. It's called the Vietnam War because it's a lot easier to say, and less confusing...than to say "South Vietnam War" or "North Vietnam War", so some people go so far as to say the war in Southeast Asia instead.
