It's not that states have dumb laws - it is that the law was probably intended to address a reason that was valid at the time it was passed. Some laws seem really dumb - something that at the time it was passed was needed, and that you are no longer aware of. People eventually forget about these laws and they seldom get changed or removed from the statute books.
