France had been devastated by WW 2. Four years of plundering by Germany had been followed by months of large scale battles in 1944. The war caused the destruction of most ports and bridges. The French railway system was badly damaged making transportation very difficult. At the end of the war, France's national income was 50% of what it had been in 1938. France had no supplies of foreign currencies and the French franc was rarely accepted on foreign currency exchanges.
