No one from Tsar Nicholas II's immediate family survived, despite rumors that Anastasia did. Nicholas's brother also failed to survive.
Tsar Nicholas was not part of the White army forces, because Nicholas was under arrest by the Bolsheviks and unable to command or even be part of the civil war on the White side. Some, but not all of the White forces were in favor of restoring the Tsar to the throne. A large part of the White forces simply wanted to depose the Bolsheviks and take over the country themselves rather than put the Tsar back on the throne. In addition, Nicholas II was murdered in July 1918 but the civil war continued at least until 1920. Being dead for most of the Civil War, he could not have been part of it.

The last Tsar of Russia was Nicholas Romanov II. There are some who claim that Nicholas II was not the last Tsar but that either his brother Michael was or his son Alexei was. These are non-sense. Nicholas II abdicated the throne in March 1917 in favor of his brother Michael, however according to Russian law, the title of Tsar was not Nicholas's to give to any person he desired. It had to go to the Tsar's eldest male child, Alexei. In any event, Michael refused to accept the title and was never crowned Tsar, so he was not the last Tsar. The title was by law supposed to go to Alexei, but the abdication itself was questionable. Alexei was likewise never crowned or acted as Tsar. The last Tsar was without a doubt Nicholas II.

The Tsar (or Czar) has not had anything to do with Russia since 1917, when the final tsar, Nicholas II, was forced to abdicate his throne due to civil unrest in the country. Prior to this, however, the tsar had complete control over most aspects of the Russian state; he (or she, in some cases) was the monarch who ruled the state.
