Hitler took power in 1933 and in 1935 openly restarted a German Air Force, and neither France nor England did a thing to halt this violation of the Versailles Treaty. The Germans were permitted a few small submarines but built many more and larger ones when Hitler took over. The Kriegsmarine (German Navy) had plans for a three hundred sub fleet, of the most advanced ocean-going type, by 1943. Hitler made the decision to begin the war in 1939, when the German Navy had only a couple of dozen ready, and with this handful they nearly brought Great Britain to its knees. Hitler weighed the pace of Allied rearmament as opposed to the value of having the navy ready for a submarine blockade, and decided to go ahead in 1939 before Allied rearmament could strengthen the French and British any more. Both sides refrained from using poison gas in WWII, knowing the other side would only retaliate in kind, so no advantage would likely result from the use of gas.
