They had an embargo against the Japanese so they could not receive oil. This was what began the hostilities between the two nations. The US did this in order to help the Chinese w/ whom the Japanese were invading at the time. The US also lent airplanes and munitions to the Chinese to help in their fight.The US was ''officially'' isolationist w/ the Japanese, but were doing these sorts of things w/o the public knowing.
