Actually the answer is false. Jefferson sent James Monroe to Napoleon with instructions to offer as much as $10,000,000 for New Orleans and a part of Florida. Napoleon, in need of money for his war against England, offered the entire territory of Louisiana for $15,000,000. Surprised, Monroe quickly agreed, hoping that the president would be pleased.
