Mills v. Board of Education of the District of Columbia,348 F. Supp 866 (D. DC 1972), was a civil action brought in the US District Court for the District of Columbia on behalf of seven exceptional-needs, school-age children who sought their right to a free public education, which was being denied by the District of Columbia School Board.

This case was decided in US District Court, the federal court of original jurisdiction (trial court) before Judge Waddy, who conducted a hearing. Oral arguments only apply at the appellate level, and questions regarding arguments typically refer to US Supreme Court cases. Mills never reached the Supreme Court.

The plaintiffs (Mills, et al.) filed their complaint in US District Court on September 24, 1971.

The initial pretrial conference occurred on December 17, 1971.

The Court set a hearing date for March 24, 1972. At the conclusion of the hearing, which lasted only one day, "the Court found that there existed no genuine issue of a material fact; orally granted plaintiffs' [Mills'] motion for summary judgment, and directed defendants to submit to the Court any proposed plan they might have on or before March 31, 1972." There was no trial for this case.

[A summary judgment is a judicial decision granted on the basis of evidence and testimony presented without conducting a trial. When the facts are not in dispute, or the dispute is not "genuine" (believable by a jury), or the other party fails to appear, the trial judge may decide the case on issues of law.]

Judge Waddy ordered the defendants to produce a written plan of implementation, perform evaluations, and take other action before closing the case.

The written opinion and final decree was issued August 1, 1972.
