The aristocracy of Judah had been relocated to Babylon to stop them leading risings against Babylonian rule in Judah, and a new foreign aristocracy imported to keep the lower classes left in Judah.
The new Babylonian king Nebuchadnezzar was persuaded to allow the aristocracy to return, and he allowed those who so wised to go back to Judah and try to reclaim their ancestral land. Some did, many were so well re-established in Mesopotamia that they chose to remain there.
The aristocracy of the ten tribes of Israel had ben deported to Assyria 150 years earlier by the Assyrians and were replaced in Israel by an imported Assyrian aristocracy. These deportees were settled in Assyria ruling local tribes and remained there.
The moves, carried out successively by the Assyrian, Babylonian and Persian Empires were a successful technique to exchange aristocracies, so that te rulers in every area were foreign and not likely to promote uprisings, but rather to suppress them.
The Israelites as such never lived in Mesopotamia. Abraham abandoned Mesopotamia before the Israelites grew as a nation. When Judea was captured and the population transferred to Babylon, the people had already begun to be called Judeans or Jews, not Israelites. The dominant population currently in Mesopotamia are the Arabs who are mostly ethnic Babylonians who have intermarried with ethnic Arabians and adopted their culture and religion. Mesopotamia also has a Kurdish population in the north and several Assyrian and Babylonian Christian minorities.
