Apple's iTunes software is free and can be downloaded from their website (See links below).
New iTunes software can be installed to update the previous version. Only the iTunes software is updated the iTunes library with your music/videos etc. is not affected by the update.

If you have an iPhone or an iPod Touch, you will need iTunes in order to transfer music, videos and apps between your computer and your iPod. However, you can purchase music and apps (anything less than 10 megs) directly through the iPhone and iPod Touch (this may change with the 3.0 firmware; I'm still a little shaky on that). If you have most other models of iPod, you can use alternative media applications like Winamp, Amarok, etc. to transfer music and videos between your computer and your iPod, but you will still need iTunes to update or restore the firmware on your device.
First off, you will need an iTunes account. After that, let it charge for about 10-15 minutes or so, then unplug the USB for your iPod Touch. Then, using iTunes, you can download Applications, Movies, Videos, Podcasts, of course Music, and alot more.
