The Nazis made a lot of different anti-Jewish Decrees that they introduced slowly at first in an effort to keep civilians from realizing exactly how strong Nazi Antisemitism was. They were anything from publicly burning Jewish books and publications to school closings and deportations. They were considered 'actions' and decrees.

From 1933 onwards about 430 (!) discriminatory anti-Jewish decrees were issued, for example, banning Jews from employment in the public sector, allowing Jewish doctors to treat only Jewish patients, stamping the passports of Jews with a huge J, banning Jews from central Berlin, and so on. The extermination was simply carried out with no decree or law.
