I am not entirely sure of this info, so don't take my word on it. I am sure it was very difficult to travel, escape the country, or step out of line the smallest bit. Since there were patrolmen on many roads all day, you could not go very far, or you would have to face the machetes. Many people were probably in hiding, for it was dangerous to be out and about.
It affected the whole country of Rwanda everywhere the Tutsis were living.
A legal refugee is a person who was forced to leave there home country due to danger and has been granted legal admittance to the country they are now living in. An example is a Rwandan person who fled in fear during the genocide and is now living in America legally.
