Privately-owned and outfitted warships, whose owners had been issued "Letters of Marque and Reprisal" by a government which authorized the bearer to attack foreign vessels, were called "Privateers".

A "Letter of Marque and Reprisal" is, quite literally, a "license to steal". These were routinely issued by every government before the Paris Declaration of 1856, in which the signatories agreed to renounce the use of private military expeditions. The use of privateers began to fall after that.
