It could make war and peace, send and receive ambassadors, make treaties, borrow money, set up a money system, establish post offices, build a navy, raise an army by asking the States for troops, fix uniform standards of weights and measures, and settle disputes among the States.
Under the Articles of Confederation, the Congress was the only part of government that had the power to make peace or war. They also had the sole privilege of being able to send or receive ambassadors, as well as to form alliances or create treaties. A fourth power Congress had was to allow private ships to attack enemy vessels. A fifth related power was the power to preside over trials related to crimes committed at sea. Another power they had was to be the last resort for resolving any conflicts regarding state boundaries and jurisdiction. A seventh power of Congress was the power to decide how much precious metal could be used in each coin. They could also decide the value of coins. A ninth power was the power to set the standards for measures and weights. Finally, Congress had the power to create post offices for each state.
The powers that Congress had under the New Jersey plan that they did not have under the articles of confederation is that every state could only pass one vote, and could not pass votes off the population, for every state did not have the same population and therefor it would not be a fair voting.
