In 1799, Napoleon was made First Consul, and reached new terms with the Pope in the Concordat of 1801.Napoleon acknowledged that the majority of Frenchmen were Catholics and returned the papal states to the new Pope. In exchange, Pius VII annulled all the sees in France and cancelled the appointments of all incumbent bishops. New bishoprics were created and bishops were to be appointed by the Pope, with the First Consul to have right of veto. Likewise, the State was to be permitted to veto the appointment of lower clergy by the bishops. Some 'old' bishops refused to abandon their sees and were excommunicated.
