Shakespeare had probably written at least three plays before he was mentioned in a pamphlet in 1592.
Nobody knows exactly in what order Shakespeare's plays were written. Using a lot of different clues we can sort of guess when they were written, but we don't know for sure. A lot of different textbooks will give a list of the plays in the order they were written, but these are guesses, and the next textbook you pick up will give a list in a different order. The earliest plays were the three parts of Henry VI, The Comedy of Errors, The Two Gentlemen of Verona, Love's Labour's Lost, and Titus Andronicus. Any one of those seven plays might plausibly have been Shakespeare's fourth play.
