What were the uses of individual War Ration Stamps such as the Lady Liberty Torch stamp?

Many were specifically labelled with the commodity it was for. Others were spares, or were designated for certain goods when available. Other items were redeemable at will for goods that someone didn't need on a regular basis, such as shoes, or tires.

Some of the items would be announced on a weekly basis through radio and newspapers, P28 can be used for sugar this week, or gasoline or meat or whatever was appropriate.
