If you were coming in to Washington from VA and saw three separate white spires that seemed to "aimlessly" twist into the sky, that would be the statue honoring the US Air Force. The spires are supposed to represent the plumes (for lack of a better word) of smoke that a jet creates as it blasts off or the plumes of smoke that come out when the jet is doing tricks (e.g. Blue Angels).
