Records of town and village populations were not recorded until William the Conqueror in 1086 ordered the compilation of the Domesday Book, a systematic survey of England. Some towns, such as Winchester, Bristol, Tamworth, and London itself, were not included in the survey at all (perhaps owing to their size and complexity), and so their exact size must be estimated. At the time the Domesday Book was commissioned, London is thought to have been the largest borough, consisting of 18,000 inhabitants.
