If the starter is not properly mounted then it will not properly engage and release the flywheel. The started may need to be shimmed in or out.
Had similar problem on 1987 lebaron replaced starter relay under hood driver side over wheel well next to cooling fan relay.

Does it turn over? Could be a bad starter solenoid Could be a bad starter Check wiring
Check fuses and relays. If you have power coming from the ignition switch but not getting to the starter there might be a bad fuse or relay or wire. Also make sure you have the wiring correct to the starter since you just replaced it.
When the starter motor refuses to turn over or grinds and clicks when turning then you need a new motor or recondition the old one.
If you are saying the starter turns over but does not turn the engine over, then I would suspect a defective starter solenoid. It is possible the flywheel has a broken tooth but not likely. Remove the starter and have it tested.
your engine could be seized or something mechanically locking the engine such as a dropped valve or some severe clutch damage

If the starter is grinding and spinning over, the teeth on the flywheel may be chipped. The starter can be removed then the engine turned over slowly by hand while inspecting the teeth.
The brushes inside need cleaned or replaced or it is not grounded properly.
Neutral Safety switch. or equivalent.
