Turkey, conversely, sees the PKK as a threat to the unity of the Turkish Republic -- even a concession of autonomy under Turkish national authority (like Iraqi Kurdistan) is not welcome or acceptable. Since Turkey sees the PKK as an existential threat, because of the possibility that part of Turkey would break off and join the nascent Kurdistan, it prioritizes dealing with the PKK over dealing with Islamic State, which is a foreign threat.
