While I can't find a specific pH value - it is certainly acidic - as it's used to 'neutralise' alkaline soil.
low pH means it is more acidic, thus, your hair tend to harden. Therefore, you need to use hair conditioner which is alkaline to neutralise it.
If PH is above or below than you have to add an alkali or acid. eg If you had PH 3.2 that's a very high acid so you would add an alkali to neutralise it back to 7.0 - 7.4! I hope this helps!

Because water can exist in the following state: H2O <_> H+ + OH- This means that water exists as both an acid and a base, and at pH 7, water can neutralise the base. Obviously bases of lower pH may require a basic solution to clean up, but for weak acids a watered or damp cloth will do the trick.
