Yes you can. You can even save it in PowerPoint 2007 so that you can open it PowerPoint 2003. Note: I have not found any problems with this.

Yes. Since PowerPoint 2003 is older than PowerPoint 2007, 2007 can open an earlier version of PowerPoint. But Earlier version cannot open later versions like 2003 cannot open 2007 files.
