Master Boot Record (MBR) I do not believe this is the utility. An MBR is only an initialization area created on a hard drive, which loads an OS boot program stored in the OS boot record. It also includes the partition table and list of all locations and descriptions.
The utility used to partition and format a hard drive I believe is Disk Management. It will allow you to convert, format and create extended partitions and create logical drives.

You cannot format the drive / partition that Windows Vista is currently running on while it is running. You will need to boot from either a partition utility disc, such as GParted, or the install disc of the operating system you want to install, and format the drive from there.

FDISK
When you are getting ready to install the OS, either Windows 7 or Windows XP. It has an option to Format or Partition a hard drive. If you use the partition function you can decide how much you want to take out of the hard drive storage.
If you format the partition where windows files are located, you will loose all data on the partition.
If you are sure you want to delete the windows xp partition then you can use the windows CD to do the job.Boot the machine with the CD in the drive and you should get the option to format the drive.Just be sure this is what you want as you will lose all your data stored on the drive.
In the Applications folder is a folder called Utilities. In the Utilities folder is Disk Utility. Disk Utility will Erase / Partition / Format a hard drive.

Use Disk Utility to format or partition hard drives. You should back up the drive before formatting or partitioning.
DOS FORMAT is a good choice. You can also go to My Computer, and right click on the drive and select format from the menu. Or you can go to the Control panel, Administrative Tools, Computer Management, then to Disk Management. From there, you can right click on the drive in question and select format. Outside of these options, you can use Partition Magic, Easeus Partition Manager, and nearly any other partitioning software.
