That person could be described as a "blamer" or "responsibility avoidant." Their behavior might suggest a lack of accountability and a tendency to deflect fault onto others to avoid facing their own actions.
Someone who blames others for their mistakes would have an external locus of control. This means that the responsibility for their actions is outside of them (so they are not responsible). This is also a part of the Fundamental Attribution Error, which states that people tend to attribute their success more to themselves and their failure to others or situational factors.

Immaturity. A child. I deal with a forty-eight year-old ex-business partner that does it in every business failing.
The superior man knows what mistakes he has done and take the blame while the inferior man passes on the blame to others.

In my opinion there are many who do not take responsibility for their behavior. Some are immature. Some are dishonest with themselves and others. People with personality disorders often do not take responsibility and blame others for their mistakes. I know people who have Narcissistic Personality Disorder who are definitely like this. They refuse to say they are sorry as well.
It's a responsibility.
A Tyrant A Tyrant
Gutless , immature people. Grown , honest people take responsibilty for their own words or actions.
People should try and be the best at whatever they do. This shows maturity and responsibility. People are judged by their actions, and if someone doesn't do their best, they will be negatively judged by others.
