The day after the Pearl Harbor attack, on December 8, 1941, Roosevent addressed Congress and asked it to declare war on Japan. He began his speech with the words, "Yesterday, December 7, 1941 - a date which will live in infamy - the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan."

And he ended the speech with the words, " I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December seventh, a state of war has existed between the United States and the Japanese Empire."

In between, he described what Japan did, and how cowardly he thought it was.

I would say that that pretty much covered how Roosevent felt about the attack on Pearl Harbor.
