There is no "military time zone". Units use the time zone of the area they are operating in. Thus, a unit in Colorado would use Mountain time, a unit in North Carolina would use Eastern Standard Time, etc. 2345 hours is 11:45 p.m.

When someone references the time as 23:00 that is in regards 11:00 PM. This is in regards to military time and the next hour (midnight) is referred to as 00:00 in military time.

The time would be 1:45am. Military time is very simple. The time is exactly as it appears on your normal clock until after 1200. If the number is higher than 1200 subtract 1200 from the number, and this will be a PM time of day. Example 2300 is 11PM (23:00-12:00=11:00)
The military is based on the 24 hour clock. 0000 being 12:00am, and 23:59 being 11:59pm. So, 0010, would be 12:10am.
