That Kingdom ( government ) will undo all the harm that millenniums of human rule, under the Devil's influence have done. 1 John 5: 19 confirms that the whole world is lying in the power of the Devil for the moment. So to answer your question, which is: Would God forgive the devil? Well ! the facts are, that there is no space for forgivness in such circumstances.
