First, the subtext of this question seems to be a belief that President Obama is a Marxist. He is not, nor is the healthcare law Marxist. That said, Karl Marx did not express many opinions about healthcare laws, given that such things were not common in his era. Since he believed the workers deserved fair treatment and that the bosses often exploited the workers, he undoubtedly would have supported any effort that gave protection and greater rights to workers. Please note there are some fake Karl Marx quotes online, in which he allegedly warns about socialized medicine. Marx said no such thing.

Karl Marx might view Obama's new health care law as a step towards addressing inequalities inherent in capitalist societies by providing greater access to healthcare for all individuals. However, Marx would likely also critique the law for not addressing the fundamental structural issues within capitalism that contribute to these inequalities in the first place.
